You can not send a Direct/Private Message to a person unless he follows you back. To send a Private Message just hoover your mouse pointer on the person's profile in your followers and then click on the Tools icon and then click on Direct Message (this will only work when the person is following you back).You can however mention the message (using @personname) which will be visible in your time line and the person's @ messages in his profile. To Mention a Message just hoover your mouse pointer on the person's profile in your followers and then click on the Tools icon and then click on @mention personname. Pretty Simple !
