What I am looking is some website not application which i have to login using twitter account which should not ask to create account or during login should not ask any additional inputs.
just login using twitter account and post comment rate movies. it should be tweeted.

if your question is only about movie rating there is 100s of website. Twitter based movie rating means have to thing.
imdb.com is the database of all movies. but registration process is there then only you can comment or rate. But that is not shared using twitter.
some websites i found just search using the movie and showing popularity that is also not accurate.

Just login with twitter account comment or rate it will be tweeted your comment will be listed in the website and shared across millions of twitter users.
Now using twi10 to find active top 10 movies.
